Summary: You get what you pay for
I am comparing this with an multi-coated UV filter that is twice the price, and the difference is evident. This is not a bad filter by any means, but if you have a good lens, you owe it to yourself to get a better filter - you'll see the difference.

Summary: SAVED MY LENS
As the title states this lens saved my lens. I put UV filters on all my lenses more for protection than anything. I had an incident where I picked up my camera the wrong way, and well it dropped. Fell right on the filter, which if it wasn't there instead of costing me the less than $15 this lens cost me, I would have had to replace a $400 lens. The lens is in perfect working condition.
As for picture quality of it, really it's just a matter of ensuring you clean it ever so often (hot water and/or lens cleaner).

Summary: Basic filter
No optical problems and mechanically sound. No loosening of the retaining ring, as with some filters. Only issue is that I wish it were thinner.

Summary: Great against drops
Brought it mostly to protect my expensive Canon L lens. My wife dropped the camera this week and broke the filter, but not a single scratch to the lens. Worked exactly as expected :) Wouldn't recommend dropping your camera just to test the filter, but if it happens, there's a good chance your lens will survive.
Also didn't see any chromatic alterations after using the filter. So far photos and colors are true to original.

Summary: never buy this junk!!!
I am so angry! I put this on my brand new D90, only to find it pressing the end element of my lens in the center. I was scared and remove it quickly. The film coating the lens element was damaged by this filter!!!! Tomorrow I will make a phone call to amazon for a compensation. crying for my D90 lens....
